The best leader is whoever the magnificent bastard was at Hasbro who coordinated a scheme so brilliant it has had grown-ass people spending ridiculous gobs of cash/credit on stupid shit for the better part of a century. Second-best is whoever convinced boys to play with dolls in the first place.

Serpentor failing because he didn't understand supply logistics felt strange. But he does have some Hannibal in him and if I recall that was what got Hannibal toasted.

In terms of pure dread, Cobra Commander did more in Sunbow, but really Serpentor is only in one half of season2, but I think Serpentor's biggest upside is inspiring the troops (as it becomes more cult like devotion).
