How the hell did Beachhead end up on this list? He never inspired anyone. If anything he was de-motivational.
I choose Hawk. Col. Hawk in the comics was perfect. As a General he was almost as good, but in the field less. And though he wasn't in the cartoon much, he did have some of the best moments such as the intro to the movie when he had the only laser rifle that had casings, and in Arise Serpentor, Arise, when he ripped off his Mission Impossible mask and started blasting. |

I concur. He always seemed like a decent boss and the IG's have a good benefit plan. Hell he even broke for tea during "The Battle for Cobra Island". Manners maketh a man.

Baroness is the leader Cobra needs, but doesn't deserve. Cobra Commander is too hung up on his ego. Destro is always going to put business interests in front of everything else. But Baroness? Smart, calculating, understands how to work with (or use) others, capable of loyalty.
Joe team, I want to write in Stalker. He's never the high-ranking leader, but he's often in a unit leadership role in the ARAH comics and he's good at it. |

This needs definition: What is the condition? Is this a tactical or strategic scenario? Is the best leader a woman or man for all seasons? Lady Jaye has a lot of great leadership competencies to provide leadership to the individuals responsible for specific ops (Duke, Flint, etc). Cobra is an organization built on organized chaos. When considering Cobra's chain of command, I consider their mission and strategic (LOL) goals. Comparing each of the people in the upper esceleon, Destro's Iron Grenadiers are the most disciplined, most focused, and show the most cohesion. at the other end of the spectrum, there is the Dreadnoks. The Noks behave as most Motorcycle Clubs (somewhere between the venerable Hell's Angels and the fictional SoA). I give the nod to the Crimson Twins as the best leaders within Cobra because of their success in operating the Crimson Guard and Extensive Enterprises.

There is only one real option here.
Hawk -He's lame in the cartoon, and a terrible leader in the comics. In issue #6 he doesn't give his team intel they need to survive, and actively provides the enemy with intel that could kill his team. The only possible reason not to tell his team what was going on, is if he suspected someone of being a traitor, ala Where Eagles Dare. But there's no indication of that, and he handpicked the team. So that excuse is out, he's just the worst leader in the franchise. lol Beachhead, Sgt Slaughter - They're both kinda non-entities, never really given much time in leadership roles. Duke - Hama hated him, so he got a bad deal in the comics. In the show, he's a great leader...except that he's dating a lower-ranking officer, Scarlett. Doesn't seem like a great idea. Flint - Best of the GI Joe options. He's a bit of a jerk in the comics, and isn't put in leadership positions too often. He's great in the cartoon, but much like Duke, he's dating a woman who's lower in rank. Bad idea, Flint. Serpentor - His decisions are deeply flawed, and he loses his hold on Cobra easily in both iterations. Zartan - Great for leading a biker gang, but isn't able to instill enough discipline to lead a major faction. Baroness - Mixed loyalties, and similarly to Zartan, not enough personal discipline. Destro - He'd be a good leader, except that he's always going to put his bottom line before his troops. If there's a profit that's his first priority. So finally we come to Cobra Commander. He's worthless in the comics, but while he seems ineffectual in the show, consider this: -He built and runs Cobra almost purely by charisma. It must be effective, because there's no shortage of Cobra Troopers. -He understands the purpose of propaganda. -He maximizes terror on the population, even in situations where the Joes ultimately win. -He uses unorthodox tactics and planning. -When he lost control of Cobra at the beginning of season 2, he managed to stay alive, and to subvert Serpentor and was poised to retake control by the end of the season. -He overcomes his personal disdain for Destro to work with him for Cobra's benefit. -He has almost single-minded focus. -He understands when to hire outside contractors and when to use talent inside his organization. -He wins occasionally, something his comics counterpart never did. This tongue in cheek post brings me to one conclusion: Sunbow Cobra Commander is an ruthless, evil villain, but he's great at his job. He's the only logical choice.
