I guess it all depends on what is meant by the question, Who's the biggest Joe?

Are we measuring the biggest by height, girth, or even popularity?

By Joe, do we mean an action figure in the product line, or a character member of the G.I. Joe team itself?

Nemesis Enforcer is certainly larger than most G.I. Joes, but was he ever a G.I. Joe team member himself? He seemed like he was always in the role of an adversary.

Edmond Honda was manufactured for sale with the G.I. Joe product line, and his character fought against the international criminal organization, Shadowloo, but did he ever join the G.I. Joe team?

I think Repeater is also supposed to be fairly big. I always thought Bazooka was also one of the bigger Joes. Rock N' Roll, Salvo and Gung-Ho too. Roadblock, Heavy Duty and Sgt. Slaughter were probably the biggest Joes though.

Other Joes I think who were supposed to be on the larger side would be Red Dog, Tollbooth, Steam-Roller, Leatherneck, Chuckles, Big Lob (though he was probably very lean and on the lanky side), Outback, Hardball, Fast Draw (he'd have to be in order to be able wear that big suit of armor and all that gear plus with those missiles strapped to his back!), Backblast, Cpt. Grid-Iron, Tracker and Big Bear.

Wasn't Kwinn like 6'7" in the comics? He got scaled down to a 1/18 scale 6' man in the Ret. line.
