I don't know what they were trying with the cartoon, but Cobra came off as a gaggle of buffoons. The cartoon is very stupid though. The Joes were depicted as clowns, too. In the comics, I got the sense that Cobra was some kind of elaborate Ponzi/pyramid scheme with the ulterior goal of an armed takeover of the US. And when they had their own island, they didn't even seem to care about the US. They just wanted to make money. In the real world, I think the closest thing we have to Cobra is Scientology.

Cobra's ideology flip-flopped a bit as the years went by, from starting as something that seemed to be pseudo-communist to something that was just out to make money. They may have the trappings of Fascism in some of their uniform choices and iconography, but their somewhat vague political agenda does not seem to be traditionally Fascist, because it lacks the nationalist and racist undertones. Cobra didn't care what color you were as long as you were willing to act with "greed, ambition, and ruthlessness."

CC goes global, taking the scheme into the parts of the world where a group of mercenaries with low morals can sell their services. Again, he is successful. Now with a home front base that is more pyramid schemes and crooked deals, and a growing international reputation as more or less a terrorist group for hire, he gains the attention of Destro. Destro see's potential here, and teams up, supplying high tech armaments through MARS. Baroness comes on board; An old world noble who see's her power disappearing and so jumps in on a new way to get what she wants; this brings Cobra more money and influence. Now with a massive amount of money flowing in, CC needs some help making it all look more legal; The Paoli twins are smart, resourceful and unscrupulous. Between the Baroness' Political savvy, Destros financial savvy, and a legal team that knows how to bend every rule and a leader who has the charisma and vision to0 hold it all together, Cobra grows to massive proportions. They purchase/take over an island, large enough to operate on and far enough in international waters that they gain nationhood, operating as a kind of Morocco for the underworld. Cobra Commander recruits Serpentor, a religious leader of morally questionable roots and founds what eventually becomes a cult. The Commander now looks back at America and see's a chance he didn't have before; a chance for power on a scale he never could have previously achieved. He recruits fringe science types; Mindbender and Doctor Venom. Between them, The Commander himself and Serpentor, they start to recruit and manipulate or brainwash senior political and military figures in an attempt to take over the US. And thats kind of the stage they are at when most of the Joe stories in my head take place; Cobra in a position of power but not omniscient. Low ranking troopers and the like are people fed up with "The System" and just want their "Slice of the Pie" that they're owed. They are multi-national and multiracial. Upper ranks in the organization are the more "White Privilege" types; They're better than everyone else and people should know that. If they can't see it, well they'll MAKE them see it. The lower rank of high comman is the specialists and high end mercenaries; They have more of an understanding about what Cobra really IS, but don't care. This is Firefly, Scrap Iron, Wild Weasel, The dreadnoks etc; The named non-command members. And then there is High Command; Cobra Command steers the ship, and the rest understand their places in the machinery to make this all work so that they'll come out on top. They may have in-fightng and whatnot, but are more united than ften protrayed. ANyway theres my rant.

Personally, I used to be a Marvel purist, but ever since Renegades hit the web, it's become my preferred interpretation, with Cobra as a globalist mega-corp that essentially is the U.S. government in some regards (basically the military-industrial complex/D.C. swamp/international NGO nexus as a single entity), and the Joes as a hard-pressed but steadily-expanding militia of disaffected ex-military, Q-Anon-type bloggers/hackers and concerned/sympathetic private citizens united by nationalist outrage against the hollowing out of America to suit the ambitions of a malevolent, unaccountable "deep state." ;^)
