Duke in his early 40's along with Roadblock. Cobra Commander and Destro, Mindbender, Firefly, Zartan fall here too. Cutter and Doc too.

Snake Eyes, Storm Shadow and Stalker in their 30's and Scarlett right behind them in early 30s. Although Stormie looks 20 no matter what. I would say most of the core dreadnoks are here. And the Crimson twins. Flint, Gung Ho, Beachhead, Leatherneck, Wild Bill also in that SE and Stalker range.

All the other joes were in their mid to late 20s with the occassional older joe like repeater. Zarana in her early 20s along with her useless brother. Baroness in her Mid to late twenties. She was a teen when she met snake eyes. Jinx was like 18.

My two-cents?

I always saw the majority of the joes in their mid 30's to mid 40's. Seasoned military professionals with some exceptional twenty-somethings mixed in.

Cobra could be all over the place, but I definitely saw CC and Destro in their 40's, and Baroness in her early 30's.

I’ve done a lot of thinking and crunching on this over the years.

Approximate years:

Baroness was born in 1953. She was 15 in 1968.
Destro was most likely born in 1950. He was still a teenager in 1968.
Duke was born in 1949. He enlisted in 1967.
Storm Shadow and Snake-Eyes were likely both born in 1948-1949.
Scarlett was probably born in 1952-1953.
Cobra Commander was probably born around 1945-1946.
Hawk was probably born in 1942-1944.
Firefly was born in the early 1940s.
Zartan was probably in his late 20s in 1975 when he was hired by CC to kill Snake-Eyes. 1945.
Many Joes like Steeler and Grunt are in their early to mid 20s. Born in the mid 1950s.
