For vehicles, the first wacky design for me is a tie between the LCV Recon Sled and the HAVOC.
For figures, it's Raptor. |

I would argue that depending on your definition of ARAH, 'wacky' started with the Red Shadows with characters such as Muton and Kraken.

From the looks of the figures, these were made before Palitoy started integrating Hasbro's more highly articulated ones. In essence, before Action Force became British G.I. Joe (not meant in a pejorative way). That being said, it wouldn't make your point of view any less valid, since this is all subjective.
