Is it Duke or hawk at the top? Then how do you feel the lower ones work since I don't work military lol, I know cobra is at the top htf do yhye decide who listens to who in cobra ????

This is especially highlighted in the intro song of the original G.I. Joe cartoon mini-series, where the line is "it's G.I. Joe, against Cobra and Destro", signifying that Destro was definitely not just CC's lieutenant. |

I feel like Cobra Command structure is thus:
Commander Baroness Destro (despite him not 'officially' being part of Cobra) Tomax & Xamot Bludd. For Joe's command structure we need only look at the file cards. |

I believe that in Cobra there is a lot of internal struggles over who control what. For example, Baroness is the Director of Intelligence or something like that from her filecard, but Tomax and Xamot command the Crimson Guard that is the top espionage organization within Cobra.
I believe that this is Cobra Comnander way to make sure that no one under him is getting too powerful in the Cobra organization. |

The Joe command structure is laid out a few times, Cobra's is a bit more vague. Probably a bit more like a cult or the Galactic Empire (they had a military structure, but Vader, being a Sith Lord, was kind of "out of the loop" with absolute power, should he decide to use it).
Cobra Commander up top, Baroness (intel) and Destro (logistics, weapons) beneath him, with guys like Zartan (and his boys) and Firefly being contractors that could be given temporary command over Cobra troops in an assignment. Then Officers, Blueshirts, and the various Vipers. Guys like Crystal Ball and Mindbender don't have command over military operations, but when it comes to R&D or interrogations, they have final say, short of CoCo (kind of like the Doctors in Star Trek, able to override almost anyone if it involves a medical decision). Iron Grenadiers are the "wild card". |

For the Joe team, Hawk is in charge. Colonel Courage, when he came in, was second in command. However, since his “by the books” approach didn’t really mesh with the organization, he mainly became a liaison with the Pentagon. After that, you have a series of officers who oversee different branches. (I wrote a piece where I structured every character on the roster, but I am not sure if it is going to get published at this point).
In terms of leading teams into the fields, you have several people who oversee different subunits. Claymore, Flint, Duke, and Stalker are among them. Stalker is the one Hawk trusts the most. Duke was assigned to the team over Hawk’s objection, so he is the one Hawk trusts the least. For Cobra, Cobra Commander is in charge. The Baroness oversees Intel. The twins are in charge of the Crimson Guard. Major Bludd is pretty much the most senior officer and outranks Cobra Officers. He is in charge of military operations. Tombstone is the equivalent of Duke (in terms of rank). He would be the one trusted to lead the troops into battle and carry out the most important missions. Guillotine leads the Plague. |

So pretty much just watched the cartoons, but in my head...
GI Joe: Hawk Duke Flint Sgt Slaughter Beachhead Any named character that is in a bunch of episodes and tells other folks what to do: Scarlett, Roadblock, etc. Named character that appear less or don't give orders: Shipwreck, Snowjob, Bazooka, etc. Greenshirt. Cobra: Serpentor CC Destro / Baroness / Zartan / Twins in a big bickering pile. Major Bludd Named Characters CGs Everyone else. |
