This would be the team Colton assembled to see if COBRA is more than a rumor. The advance team would be in-place, investigating threats before the remaining team mobilizes. Scarlett would function as a deep cover/lone wolf type. Regional specialists would be used as "per mission" contacts. Colton would be the team commander of a naval Joe team (wave two) who abides by naval ranks and takes direct orders from a naval equivalent to Stalker.

Actually, M.A.S.K. are closely aligned with/"sponsored by" the so-called "Peaceful Nations Alliance" or P.N.A.* (their in-universe version of the U.N.). So all those covert missions/"international escapades" are carried out with the tacit blessing of the various respective governments.

As a sidenote, the series' international flavour/"adventure force"-ish sorta vibe** really distinguishes it from the other dated 80's relics. (Hopefully, Hasbro will keep this in mind when GI Joe is ultimately/inevitably rebooted to appeal to a much more desirable demographic.)

BTW, the 1988 Gloria Baker may be the single worst female figure ever made***. Most definitely the least accurate (relative to her cartoon counterpart). And she was quite expensive (MIB), too. Although at least her car is kinda cool. (Plus, she comes with a clone.)
