Say that the comic gets picked up by a new publisher who decides to restructure the team and retire both Hawk and Duke. Slaughter is gone too. It's been nearly 40 years since most of the file cards were produced. Surely some of the characters have advanced in authority and skillsets.

Entirely new roster. Basically retire anyone that was on the Joe team in 1992, but still pay homage to them and have some stick around as instructors, or intelligence contacts that are still active in the community. It's time to give Baroness some gray hair and crow's feet, as much as that might pain some fans.

Apparently, the Flagg from the comic WAS Flagg Jr. The action figure was Flag III.
