This is an interesting question, but I need a little clarification.
The rally metaphor doesn’t work for me, because the audience would be based on the location. If he’s doing this at a base, it’d be whatever Cobra forces are stationed there. So if the rally is on Cobra Island, they aren’t going to pull out all of their Snow Serpents from Cobra bases in the Arctic to come watch. So do you mean “How many Rock Vipers and Desert Scorpions are there in the entire world”, or “When they send regular infantry out to attack, how many Tele-Vipers, Cobra Officers, and Medi-Vipers are going to be deployed, versus standard Troopers, etc”? |

With super-specialized Vipers, aside from being permanently stationed in that environment, I’d imagined you got “Rock Viper Certified” or something, and changed into the gear for that mission.

That's an interesting idea, that opens up vipers to having multiple specialties and playing double- or triple-duty. A regular Viper could also be deployed as a Rock Viper, a Moto-Viper, and an Alley Viper if they completed all specialty training.

The Iron Grenadiers are a separate force belonging to Destro, so their interactions with Cobra would be dictated by contract or treaty.
This would be closer to separate nations working together in an overall political alliance - like NATO or NORAD, or a more limited military coalition - like the Allies during World War II. |

By contract, yes. By treaty, I do not think so. The Iron Grenadiers are more of an army sized private military company (PMC), and do not represent Her Majesty the Queen. There could be no treaty with the country of Scotland, or even the land there occupied by Castle Destro.

I mean a ‘treaty’ between Cobra and Destro’s forces worldwide, independent of Scotland. Something like Destro and his forces are free to fly through Cobra airspace without being harassed, or refuel at Cobra Island. If Cobra Island is attacked, the Iron Grenadiers lend aid. Cobra will not aid the Kingdom of Darklonia, etc. Just an acknowledgment of common goals, and promise of action if one or the other needs aid. Again, that COULD happen. Destro being more litigious, I agree a contract is more likely. Cobra Commander is more vain and wants to sell Cobra’s legitimacy as a sovereign nation, so I bet a big fancy document with a seal and ribbons would be his go-to choice.

For an idea of structure of the Cobra army itself, I find it helps to remember a large number of the named characters aren’t actually members of the Cobra army proper, but just mercenaries being hired by Cobra Commander.
For example - the Drednoks aren’t part of the Cobra Army. Zartan is a mercenary being contracted by Cobra Commander directly, the Drednoks are his “employees” which he chooses to bring in or not, for whatever thing he’s been hired to do. I doubt Cobra Commander knows all the Dreadnoks’ names. Generally, the function of an independent contractor is supposed to be mission-specific, it doesn’t give them an actual rank in the army. Cobra Commander might hire Firefly to break into a lab and steal the government’s new antimatter formula, then he could order a bunch of Vipers to help him. The Vipers do what Firefly says in the situation, because they’ve been ordered to help achieve the objective. However, if Firefly decides to keep the formula for himself, the Vipers are going to shoot him. They have orders, he has a contract. Firefly doesn’t eat in the mess hall and answer to Wild Weasel after the mission, he’s a mercenary. Unless they have a long-standing contract, their position and role is based on that mission. When it’s done, he can bounce. While under contract, a mercenary like Major Bludd might choose show up to a rally to maintain a good business relationship (suck up), but Zartan wouldn’t stop to use the bathroom at a Cobra propaganda parade. |

Scotland is not capable of negotiating international treaties. It's a constituent part of the United Kingdom and all foreign affairs issues are dealt with by the UK government in Westminster. It's like expecting Idaho to negotiate with China.
