I would definitely try again to contact Kelley Skovron. Since, at the present moment, those YA novels are (sadly) pretty much all there is in terms of "lore building"/outreach to future generations. And, apparently, Hasbro was happy enough with the author's work to have already approved/greenlit a "Book 2".

You want two figures and are already getting one. We get new figures announced all the time now, with a lot of obscure or underused characters so there's nothing but hope. It's a bit unreasonable to expect a personal reply from a company. Even more so to expect them to incorporate a specific bit of lore in a toy line that is as general as possible. I'd bet that we get Zandar before any other Dreadnoks at this point. But I kind of like that we get less background info so that we, and people new to G.I. Joe get to make up their own stories.

A guy was at a screening of G.I. JOE: The Movie Emily and Lenny did a spot talking about the line and Emily said that by the end of next year there will be over 100 figures in the Classified Series. Yes, a lot will be repaints and the obligatory S.E., Duke, and C.C. figures, but a lot of them will be new. With that being said, I have very hard time believing that Zandar won't be announced between now and the end of next year.
