The other thing I messed with in terms of Classified Scarlets crossbow is that it's a duel fire weapon. The crossbow looks like it has a port below the spot where the bolt fires; so in my head the underport fires the same ammo as the other Classified guns (Which in my head is an energized gas that hits more or less like a bullet.) while she can also shoot the bolt when she needs to make a stealth kill.

I always assumed it was a bowcaster in the cartoon.
But I imagine Scarlett uses bows, ninja stars, garrotes, crossbows, and whatever other silent weapons she has since she's counter-intelligence. Always figured she was Joe's "assassin" before Snake-Eyes took over as the resident ninja/assassin/covert operations guy/unstoppable killing machine. Zarana had a buzzsaw essentially. Not good to take onto a battlefield either. And of course Lady Jaye hurling javelins in the middle of a firefight. |

Back during Vietnam the Montagnards Vietnamese used crossbows along side US soldiers in fights against the Vietcong. It was common for the green berrets to have a Montagnard crossbowman in their groups. The US also commonly used bows with flame arrows to set Vietcong positions on fire. With GI Joe being tightly linked to Vietnam era military I wouldn't be surprised if the inspiration to give Scarlet a crossbow came from the Montagnards.
Crossbows and Bows are still niche items in the military today. Its very uncommon but some soldiers will carry one for hunting small game silently while out in the field. Apparently some stealth groups still carry tactical crossbows as well for when a silent longrange shot is needed. Check out the TAC-15 military crossbow addon that makes an AR-15 able to fire bow sized arrows and not true bolts.
