Looking at the start of the 25th line, The figures we got that year (not couting the box sets) are almost identical to what we got with the Classified line so far.
Stalker, Shipwreck, Buzzer, Cobra Air Trooper and Serpentor are the only ones from 07 not produced yet. |

I think Hasbro is just doing the usual in starting out a line with the normal characters, and a few others thrown in. I don't think it means anything else.

Hasbro definitely has a list of "core" characters from which they expand outwards in later waves seasons of animated series etc. The same thing clearly goes for Transformers, where they will start a new series with Optimus Prime, Bumblebee, Ironhide (or Ironhide-equivalent character like Bulkhead), Megatron, Starscream, Soundwave and so forth.
