In the 1960s, the United States Army made many attempts to create a flying belt/backpack/platform for soldiers to use, but none of these proved effective.
Jonny Quest, the G.I. Joe Adventure Team, and other science fiction elements would continue to keep the dream alive. In 1982, I used to fantasize that G.I. Joe could fly using the Jet Mobile Propulsion Unit (JUMP) jet pack, at speeds up to 150 mph with a two hour fuel supply, as stated on the toy blueprint. Thirty five years later, while Hasbro's G.I. Joe goes on a hiatus, British, French, and American inventors produce vehicles along the lines of JUMP jet pack functionality. Richard Browning (Gravity Industries founder) builds the Daedalus Mark 1 jet pack which can achieve a speed of 85 mph with a 10 minute fuel supply. Interesting, but not what G.I. Joe needs. Franky Zapata (Z-Air) introduces the Flyboard Air to the U.S. Special Operations Command, with a military variant called the Individual Aerial Mobility System (IAMS). Closer to G.I. Joe, but not quite there either. David Mayman (CEO of JetPack Aviation) prepares to unveil a prototype vehicle for the U.S. Special Operations Command which can reach speeds of more than 200 mph and can remain airborne for more than 10 minutes by burning commonly available Jet-A fuel (a high-purity kerosene). JetPack Aviation trained a Navy SEAL to fly the jetpack, and created a rapid operator-training program. The JUMP jet pack is beginning to seem more real every day.

Until recently (January 2022), only the United States Naval Special Warfare Command was using the JB12 jet packs made by JetPack Aviation, but now a second country (in Southeast Asia) will use two of them for their military, having two pilots and two maintenance technicians trained at the company's center in California, in partnership with the US Navy.
The training course is two weeks long and requires a minimum of 50 six-minute on-tether flights before the trainees progress to free flight, like seen in the video below using the civilian JB10 version. That is probably how long it would take other G.I. Joe team members to train with Starduster or Grand Slam before they are ready to use the JUMP Jet Pack.

It's interesting that you mentioned the Rocketeer. Before the 1991 summer movie by Disney/Touchstone, The Rocketeer was an American comic book superhero by writer/artist Dave Stevens that started appearing in Pacific Comics issues in the spring of 1982. Two months after that first appearance, Stalker is flying with the JUMP jet pack in the first comic book issue of G.I. Joe: A Real American Hero in June 1982. Hasbro created the JUMP jet pack and launch platform in 1981, and by no coincidence is the year 81 featured on the serial number stickers of each of those items. Was the Rocketeer ever influenced by G.I. Joe? Probably not, but I still can't look at the 1987 W.O.R.M.S. figure from the Cobra Maggot without seeing the Rocketeer. Unless I'm mistaken, the 1982 JUMP (Jet Mobile Propulsion Unit) was inspired by the James Bond rocket belt seen in the 1965 film, Thunderball. It was built by Nelson Tyler of Bell Aerosystems for the US Army, but instead was only used for Hollywood films, television and publicity stunts. Nelson Tyler is co-founder of JetPack Aviation which builds the JB12 for Navy SEALS.

The most significant thing about the Jetlev R200 is that it has a top speed of 30 mph, compared to 20 mph for the other water-powered jetpack models. I just can't picture G.I. Joe or COBRA wanting to use a recreational water-powered jetpack.
