I have been working on a dissertation on this topic for the past couple of hours (the joys of working from home lol) but I feel it's way too long and rambling so here is a summary of my thoughts:
Cobra is a "rogue actor" on the world stage - a well financed, supplied, structured para-military terrorist organization (stating the obvious I know). It's best chances at victory are through unconventional warfare and being able to operate in areas where the Joes cannot project their power or where there are no US Interests. I would compare them to the Iranians in terms of how their military forces would stand up to the GI Joes. They really have no advantage but do have some solid deterrents against the Joes and could pull them into an extended unconventional war. In any conventional conflict I would give it to the Joes every time. They have the better armor, light vehicles, jets, helicopters. |

I'd put it all in there. Capturing and reverse engineering enemy technology in the real world is always advantageous.

Even if I do that I can't convince myself cobra was better armed and could go head to head with the Joes! I really tried to pick apart CapBritain's argument and come up with reasons why Cobra is better but I can't.

But as I said earlier, the Joes have the might and resources of the US government behind them. In an above board, traditional campaign, Cobra is basically technologically advanced cannon fodder and too many ninjas. As in real life, Cobra's best hopes aren't to win, but to keep the Joes engaged in a protracted conflict and drain resources.
Essentially, asymmetric warfare. A lot of parallels can be drawn there with the Middle East (and most other US conflicts post-WWII). |

a long-range cruise missile like Tomahawk or AGM-86 or the British Storm Shadow would f*ck a Terror Drome right up.
Any SSN would likely wipe the metaphorical floor with BUGGs, Hammerheads and Sea Rays. |

I would assume the Terrordrome could shoot down a cruise missile, otherwise what's the point? Might as well build a castle. Oh, wait, Destro had one lol. It reminds me of the awesome AT-TE in Attack of the Clones getting smoked with a Hailfire missile. If a big, slow, lumbering tank cant intercept a missile, then I feel bad for the infantry inside.

well, the Junta from Sierra Gordo never mentioned wanting to shoot down TLAMs or AGM-86s, just F-4s, F-15s, F-14s, F-16s, SR-71s, F-18, B-52 or F-111 so maybe they're not sure it could do that.
