Although I hate to say it, I'd have to say yes. Spidey was in the Transformers comics and Joe and Transformers crossed over as well. So same universe, right?

Technically, no. There was a Spider-Man/TF crossover, and a TF/Joe crossover, but neither of them take place in the main 616 Marvel Universe. The Transformers events are never referenced in the main ARAH comic, so one could say that that crossover happened in an alternate universe. There was a J. Jonah Jameson cameo in ARAH, but I would consider that to be more of an Easter egg than anything else.
That being said, as a kid, I always considered GI Joe to be a part of the Marvel Universe. My joes often fought alongside superheroes, first my Mego pocket heroes and then my Secret Wars figures.

The Transformers comic was initally considered part of the 616 universe, before later being shunted out to another alt universe. The Spider-Man cameo was effectively retconned out.
The GI Joe crossover with Transformers was referenced in the GI Joe series during the later GI Joe/Transformers Generation 2 crossover in the main series. |

Didn't one of the Marvel books show a spider-man & hulk but as cosplayers or people dressed as them to promote a movie or something?

J. Jonah Jameson also appears in issue 95 asking for the Daily bugle. Also Amazing Spiderman 268 features GI Joe characters and vehicles most prominently Duke!
So they "kind of exist" in the Marvel universe. |

I think "Easter Egg" is the appropriate term. We never had G.I. JOE meet the actual Hulk or Spider-Man. If I remember right, Nightcrawler appeared in Special Missions #24 in the baseball stands. Let's be honest, if the Superheroes of the Marvel Universe existed, why would we need G.I. JOE? Captain America would take care of Cobra on his own, like he did with Hydra. The end.

This. They were being published by the same company, so it makes sense that the artists would include Marvel characters as background Easter eggs and vice versa. |

Maybe the Joes get stuck with all those weird and impractical vehicles because that's all that's left in the budget after the government has to pay for all those flying cars and helicarriers....
