I thought they did away with the o-ring because it was inferior and better to go with the modern marvel legend style build and articulation. Even though 25th style figure has some shitty elbows that barely bent.

I think there were probably several reasons:
Cost may have been a factor. With much of the internal mechanisms switched to plastic (which could be incorporated into the existing figures' tools), meant they would no longer have to purchase other materials (screws and o-rings) to manufacture figures. Hence, saving cost even as each figure gained more parts. Another may have been perception. By 2007, Hasbro had been using o-ring-based styles for their smaller figures for a better part of 25 years, hence, some sections at retail or corporate may have felt the design could be improved or refreshed. By making a new figure design, Hasbro could sell the idea of a new and refreshed GI Joe 4" product line. Given the design of modern figures, it is also obvious that modularity was a big component of the design. Depending on how the figures were manufactured (ie, which elements were gang molded with each figure), this drastically opened up Hasbro's ability to quickly develop new figures with new assets at a reduced cost. But I don't think aesthetics were a part of that discussion. I would readily argue the last few waves of Valor vs Venom were superior in design and execution than almost the entire first year of 25th.
