Berkhart is a great character, Zanya will win soon, and Firewall has done more than characters like Grand Slam and Sci-Fi.

Almost all your noms are for female characters, so it seems clear you're putting your own bias for female characters into your selections and not being truly objective about who was the most developed. Unless we're talking about breast development.
