As for Blackout, his design is extremely dull and dorky for a Cobra and few really know or care about his corner of the mythos. Hence he's showing 0 votes right now.

There are tons of A-list troop builders who haven't won yet, but this is a poor poll for showing troop builder popularity, since people seem not to consider them eligible until they get in, when they suddenly win in a landslide. Obviously if you put even the troop builders who haven't won this poll on the pegs next to half the characters who have won, the troops would outsell them. And Blackout (and Barrel Roll's v1 appearance) was among the best VvV figures made, I thought. One of the best figures from the only Joe line running at the time, AND one if the most creatively developed new characters from the comics (the only real Joe media at the time.) I put both brothers in my top 100, and am only unable to support them because of other characters I'd put before them that I feel have been neglected - Heavy Duty, Zanya, Psyche-Out, and Slip-Stream.

Not that it matters but I would have voted for Black Out this round but didn't just because he's clearly going to sit out next round and I wanted to make sure at least Zanya was available to vote for after Heavy Duty wins. To me all 3 of those should have been easy top 100 picks, and while I don't mind the order they get in I do want to have at least one available to support next round.
