They probably wouldn't be in the poll if the nominations were counted by how many different PEOPLE voted for a character, not by how many TIMES one person voted. Some of them are in there even though no more than 1, 2 or 3 different people ever nominated them. Therefore, logically, they're doomed to never got more than 1, 2 or 3 votes. The right question to ask is not whether it's a good character, but whether it has any chance of winning the poll.
It's not worth boycotting the poll now because there have been enough popular choices in a few slots. Those are now a minority of slots, 4 out of 10. Some people are trying hard to get characters like Firewall and Dee-Jay into the poll. Thankfully, some people have rallied behind more popular characters and are pushing them up through the ranks. We are probably on the way to getting 10 "duds" in the poll, when everyone will be forced to pick a character they don't want to even while ones that could beat all 10 of them have still not won the nomination, but we're not quite there yet. Dee-Jay is the man. He laid his life down for the cause of defeating Cobra. He's one of G.I. Joe's martyrs. One of G.I. Joe's fallen. How dare anyone besmirch his memory !! Anyone who does this is just envious of his antenna. You just wish that your antenna was as popular with the ladies. Envy. That's what it all boils down to. Just antenna envy. But, I guess that haters are going to hate. Michael Jackson (the singer) had to put up with the very same thing when he was still alive. :-(

Shooter who is a late comer is a fanboy rave because she is in actuality one of the original joes. And the first Joe to die. Steel Brigade while not a character represents the height of gijoe popularity because everyone got to be a Joe. Steel Brigade is all of us. (Thank goodness no one voted for the GiJoe reservists. That was lame) Zanya had a good run. Headman had a good run. Interrogator is just badass. Granted I will not vote for any of these for a while but this is all in good fun. Which is why I like to know who has the most write ins ahead of time to get IMO the most deserving characters who had the biggest impact.

You just don't let them in in the first place. You don't double count anyone's nominations. They can nominate one character per poll but if they nominate the same one again, the count doesn't go up again. If only one or two people nominate a character it doesn't prove they're unpopular, because it could be a lot of people's second choice, but looking at which character the most people nominated is the best predictor of who will similarly get the most votes in the poll.
