Now if you're saying greatest character has to mean they had the most character development, I don't agree with that either. Like I've said before, Boba Fett had no significant character development in the Star Wars trilogy, but earned a legacy of being one of the most popular characters. The extra development he got in the prequels didn't help his popularity and may have hurt it. The same could arguably be said for Darth Vader, that he was already a complete character and the development in the prequels was simply extraneous. Sometimes less is more. That's why I rate Croc Master as highly as I do. He simply has a bad-ass look and specialty that make him seem like a really threatening villain. He was never in the cartoons and was killed by Hama in the comics after 3 or 4 years along with Raptor. But Croc Master was a favorite of mine from the day I first saw it at my friend's house. Even if there were no comics or cartoons, we could still run this poll based on the figures and file cards themselves. Hasbro sold us characters, not just toys. I keep using Mainframe as an example of someone I'm thinking should reach the polls soon. I'm basing this on the fact that he was a developed and utilized character over the years with a long history and memorable stories in both cartoon and comics. But Mainframe never once lead my team when I played with him on the living room floor. Not once did he play a major role in "saving the day" in my imaginary adventures. Even in '86 in the days following that Christmas when my new Joe recruits were front and center, Mainframe still wasn't front and center--that role was going to guys like Slaughter, Roadblock (v2), and Lowlight. On the other hand in '91 (or whatever year it was) and I got Big Ben he was right there saving the day alongside with Heavy Duty. Eventually the newness factor wore off and I went back to my mainstays of Snake Eyes, Duke, Flint, Roadblock, etc. but for a short time the guys who were my favorites from the less developed '88-94 like Repeater, Recoil, Pathfinder, and Big Ben all took the center stage when they were brand new. Likewise Interrogator when he was brand new was totally terrorizing my Joes. Thus if we were ignoring character development I'd be voting for guys like that over all the characters you mentioned. Sunbow era was my favorite era, and thus I support most of the same characters that you do, but my reason for doing so is because that was an era of character development. If you ignore that and just choose the ones you liked to play with as a kid then why is Interrogator or Big Ben or Skidmark a less valid choice than Footloose or Blowtorch? You keep using Boba Fett as an example but Boba Fett stands out because Boba Fett is an exception to the rule and part of what makes him special is being that exception. There can't be 50 characters like that in Star Wars and still have them all be considered great. Ditto with Joe. GI Joe already has a Boba Fett and they call him Firefly lol.

My issue with the weak selection in that poll, predicted based on who is currently leading in nominations, is that I believe there are a lot of characters who would beat all 10 of them in a fair poll. That is me estimating what other people would vote for, not just myself. So that is balancing out all the criteria different people may use to make their vote. I actually like Steel Brigade a lot and would gladly vote for him then, but I know he would lose to Mainframe, Sci-Fi, Airtight, etc.
The big drawback with using "play value" as you describe is that Joe sales were far weaker in that 1988-1994 era. Fewer kids were playing with those toys, so the Sunbow-era Joes would still likely rate higher among people in terms of memories of playing with figures. I'm not saying character development or screen time are never factors, but I'm saying they shouldn't be used as the overriding factors that invalidate everything else, such as the basic character design. They are just two factors among many possible legitimate ones. I don't think there's only one Boba Fett. Similarly people may have really liked Hammerhead, Wampa, Yak Face, Tusken Raiders, Jawas, etc. as kids, much more than Governor Tarkin, Admiral Piett, Aunt Beru, Moff Jerjerrod, because the cool, interesting, cute and/or scary look of the characters made more of an impact than a boring-looking character who just had a lot of dialogue. And in all honestly, at this point, I don't even really have any of "my guys" left. Although I guess I did wear out my Roadpig, Gnawgahyed, and Heavy Duty figures as a kid, so maybe those should be my next votes? I even remember stealing Overlord's arms and putting them on my Roadpig figure because I broke off a thumb, and I knew I'd miss it a lot less on Overlord than on Roadpig. Implicitly your vote for someone you like does keep someone you don't like out of the poll. I don't think anyone is voting for characters they don't like to keep another character they don't like out of the poll. That wouldn't make any sense. But when you like multiple characters, it can become more strategic to vote for one who's ranking higher in the nominations even if you have another favorite ranking lower. Sometimes that's the only way to get any character you like at all into the next poll.

I'd still like Team Skidmark to tell me what they think they accomplished by adding him to the poll with the measly 4 out of 86 votes he received. They succeeded at turning this into a 9-choice poll instead of a 10-choice poll and nothing more. Well, OK, it's been a 9-choice poll ever since Interrogator was added, now it's 8-choice or less. And the guy who nominated Interrogator 20 times or whatever it took doesn't even bother to show up to vote for him now. I wonder how long before Skidmark's down to 0 votes. It's pretty crappy to nominate a character solely out of vanity when you know it has no chance of winning for about the next 30 rounds. It's not that hard to pick the character to nominate that you most like out of the ones who have an actual chance of winning in the next poll.
No, we're voting for the best character, not the best developed character. If it's a character whose premise and design was so good that it sparked your imagination better than one who might've been in more stories, then that's a legitimate reason to vote for them.
