I've been thinking about this for a long time. I've always had Keel Haul be my Joes leader (I got General Hawk, but he was second in command by the time he was reintroduced). I had the joes' pit destroyed like in the comics, and the joes retreated to the FLAGG (I used a table with boxes I taped to it) piloted by Captain (Thats right, I had keel haul as the captain, not admiral, because that was taken away by the government after he was accused of sinking the USS Renegade) Keel Haul.
So, who's your leader? Duke, Flint, Keel Haul, General Hawk etc.? |

I am. I lead my joes from their packages into little zip lock baggies. lol. im kidding. I have always liked hawk, duke , flint, in that order.

I was a comics fan, so Hawk was always the leader of my Joes. The thing was, I didn't actually have a Hawk figure. So I put Duke's head on Wild Bill's body and that was my own one-of-a-kind Hawk. Up until Hawk v.2 came out. But I wasn't crazy about that figure because it didn't have blonde hair. Once Chuckles came out the following year I did a headswap and that became my new General Hawk.

Hawk is the boss. Duke, Flint & Stalker take turns commanding in the field, depending on the mission parameters.

I have a mixed up JoeVerse, but ultimately General Hawk commands my Joes (after Colton’s retirement, who now acts as an advisor/Jugglers member). I put Keel Haul, Flagg, and other higher ups as a newly formed Jugglers leaving Hawk in charge with Duke next in line.

Beachhead, but only after Duke quit when the team got in a scandal over its funding being unknowingly tyed to (set up with false documentation) an Extensive Enterprises shadow company. . .
Hawk was forced to retire, but started his own PMC (backed by deep cover government and international associates, funds and support), similar to GI Joe but off the radar and way off the books. . . |

2-star General Hawk, Brigadier General Flagg (the son of the comics character) is 2IC. Colonel Courage is Ops officer.
that's the 'high command' in early 1996 when my current fan-fic is set. in my collection, Hawk with Colton as XO. |

Colton is in charge. Hawk runs the Air Force, keel haul the navy, and Flagg the infantry.

Joe Colton is my director/leader, and Hawk, Flint and Duke would be some of my rotating team leaders. I am fluid with the teams setup so like the government everything is subject to change.
Also, I don't see my GI Joe Team as separate Army, Navy, Marines, Airforce, etc... They are like Delta Force or MI6 on steroids and can go into a foreign country dressed like the natives in native costume to blend or insert by any conventional/unconventional means. I also see no need for an Admiral, an aircraft carrier or multiple generals. Colton is the only general and the team leaders can go as high as full colonel.
