I like Mercer's concept and design but I'm starting to think he would be the worst Joe on the team. Mercer's background indicates that he was a Viper. Not an elite crimson guard or specialist like a Alley Viper. Mercer was just a plain old viper.
Vipers are described at being at the bottom of the pyramid. They are the Joe universe's Storm Troopers. They are bad shots and sole purpose is to die easily making the big named Joes look cool as they take on scores of them. Even a pacifist like Life Line should be able to beat a Viper in a fight. Only Cobras that are equal to Joes are the ones who have names like Destro, Major Bludd, etc. Storm Shadow can easily be a Joe (as he was sometimes is) because he's got a name and an already and expert in his field. Mercer was a lowly Viper. Is Sgt. Slaughter really that good of a trainer? I think Skidmark was probably the most useless Joe.

Cool Breeze was the most incompetent Joe. Hands down.

He could have not applied himself and saw that regardless he wasn't going to make it up the ranks anyway.

While I am not familiar with many of the Joes after '86, I would include Dialtone and Big Lob as two of the more incompetent from pre-'86.

The Viper's file card also says they are "highly motivated and superbly trained". Just because they are low ranking does not make them crap. By contrast the Cobra Infantry Trooper 2004 file card states "they are given basic training and gear, then told to go out and cause trouble." While 1998's Trooper (who looks like a viper, but is called trooper) states "The COBRA Troopers are the most basic, bottom-of-the-barrel soldiers in the COBRA regime. They have to work their way up to even become Vipers." & "They are given the most basic level of training, which amounts to little more than organizing a handful into a reasonably cohesive group, giving them the most basic of uniforms, handing them equipment, and telling them to go out and cause trouble." Clearly that is the real bottom of the Pyramid. But it all depends on which file cards you want to believe.

He can't be too incompetent because if I remember right, the version two Mercer was promoted to E-9 (Sergeant Major), look at the back of his file card

I think of Vipers as better equipped offensive infantry, whereas blueshirts are more security force like, doing lots of garrison work.
Even within these line infantry units there would be top level individuals who didn't move up but stuck around as experienced NCOs and officers. Or perhaps stayed put, due to unit pride. If Mercer made it into the Joe team, especially after coming over from Cobra (of all places), you know he's got to be pretty damn competent at his job even if he isn't about to win the most popular Joe of the team prize any time soon. I'd like to see a comic book based on Mercer actually, as a sort of flipside to the Chuckles story. It would be a great way to discover more about the Cobra rank and file. |

It made me think that Mercer must have been in the U.S. military, and then joined Cobra after discharge. If he were allowed to join GI Joe with some credit based on his previous pay grade, that might explain why he moved up so fast. |
