Pouring over production drawings. Characters that may or may not be in the final draft of the script. Props and other pre-production items that also may or may not be in the flic.
I'm basing this off of all the behind the scenes stuff from the Star Wars movies. Seeing maquettes, drawings and pre-production samples of ships, characters and toys long before the movie came out. Perhaps that's what was meant by gearing up.

I'm not sure "gearing up" is the right term RIGHT NOW, but it seems highly likely that once Paramount settles on when GI Joe 3 will come out, we'll see the Joe term reformed to support that initiative. Right now, it seems a lot of the Joe team was pulled to work on Transformers, but with no movie next year (and unlikely in 2016), Joe will have its chance to "shine".

And I'll agree, the ME style figures I'm not sure have much life left in them on a mass retail level. A consumer sees a $10 single action figure and then over in Star Wars a 2 pack of figures for the same price. Regardless the quality of the figure, the Star Wars pack likely presents a better value to most average consumers. As I've stated before, I'm not sure the ME style of GI Joe is capable of providing a product that meets collector standards, while still maintaining the accessible pricepoint consumers are will to spend.

I think it's very likely toy designers and production designers are trying to figure out the next "look" for Roadblock and Snake-Eyes, but dude is still working on the script. The majors have less than half-confidence in the brand. I expect "definite hiatus" on this greenlit flick.
