But a small number, like a special forces squad.

There were definately more than 1. From the file card it seems hard as hell to become one and it states they are like donky kongs....lol.

The "true" way is what is written in the filecards, since that's the "official" canon.
In the cartoon he was like a Fred, one of many of that type of trooper but used uniquely. So there are more AVs, that one just stood out. He's an army builder. But not a huge army. AVs are part of the Cobra Special Forces, so it's not a huge army. They are SWAT equivalents, so the size would be based on how many SWAT operatives Cobra needs. Don't see 'em needing that many. But definately more then 1.

In the Dic cartoon mini series there was one alley viper shown and treated like an individual since he had a relationship with Scoop, but in some of the later episodes you see groups of them, there was one episode where a pair of joes were setting a bomb in a cobra base and stumble on a squad of alley vipers.

I consider them personally to be a Special Unit. Similar to SWAT teams. Personally I would have 3-5 in my Army.

Special forces for cobra. Not an army of them but a small squad. From watching the cartoons as a kid, i did think he was a unique character.

They're the Cobra equivalent of the S.A.S or Delta Force.
During VvV, they are said to have requisitioned the RazorTroopers, and I'm pretty certain that I read somewhere that Range-Vipers were drawn from Alley-Viper ranks, although I can't find any evidence to back this up.... could be my memory going silly... I would have thought they would be fielded in 4 - 8 man Squads, maybe one or two per engagement, but they would have a regiment of available troopers (say 200?).

That's how I always understood that. In fact, in some of the early GI Joe comics written by Larry Hama, the "generic" Cobra troopers are referred to as "Vipers" (this was 2 or 3 years before Hasbro introduced the first Viper action figure), and I always assumed that the 1986 Vipers were basically the same guys as the 1982/83 Cobra troopers and they served the same purpose, they were just wearing new uniforms. At some later point however, it seems like Hama (most likely under the direction of Hasbro), decided that the Vipers were a separate entity from the "Cobra troopers" even though by doing so, one or the other group would become redundant (probably so that Hasbro could keep reintorducing new "Cobra trooper" toys alongside new "Viper" toys).
