I would buy two each of everything; one MOC/MIB, one loose to play with. Buy lots of Cobra Officers and Soldiers too. As far as vehicles would go, I would "Motor Pool Build" the vehicles; buy mulitples of MOBAT, HAL, VAMP, etc and trade off duplicates of drivers like Steeler, Clutch, etc. I'd also have one loose set of the 1982 figures to put back and not play with; to keep in perfect condition.

I'd be too young to buy anything if this was 1982.

I'd start off my collection by writing a letter to the CEO of Hasbro telling him to fire the whole marketing team in about 6 years. Then i'd tell him to spend the 90s doing reissues of the 80s.Then i'd tell them to get the whole idea of 'assortment cases' out of their thick skulls before it becomes a permanent inbred ideology.

I'd buy the O13 to keep MOC then wait until the re-issue 82-83 series, then I'd buy 2 of every figure. As far as troop building goes I think 50 moc, and 50 to open would work for me. Then I'd buy 6 of each vehicle, and 10 Flagg's. Then I'd join Crims in his quest to educate the CEO of Hasbro.
