I think if a good developer stepped up and wanted to do a good Joe video game it could work. Look at Wing Commander as an example.

I think the one big reason Hasbro will likely never do this is because it would give us (the consumer) too much information about the costs of producing stuff, which currently is held pretty closely by all toy manufacturers (Both they and the retailers don't really want folks to know how much profit there is on this stuff...or conversely don't want people to know that the profit margin is thin (since that makes shareholders nervous).
In my dream world though...totally the Terror Drome. Start with something that's just a straight update (perhaps with some minor improvements) of the original, and add "Stretch goals" to make it even cooler/add more features/pack-in-figures/etc... Throw in "add ons" like blue shirt troop-builder packs and extra accessories to "man and equip your Terror Drome." For instance (numbers purely hypothetical): $1 million - Terror Drome gets made, includes Firebat and AVAC. $1.1 million - AVAC gets a new-sculpt/POC treatment $1.4 million - Newly-sculpted ASP gets included in the package. $1.7 million - Newly Sculpted ASP and classic Ferret included. $2 million - Same as above, but with a newly-sculpted Cobra Bunker (one that's a "complete" shell) and/or "Cobra Rifle Range." Etc... etc...and to make it even more win-win for Hasbro, they could many of the newly sculpted bits at retail later. Basically, if all your stretch goals were met and folks bought all the "add ons" you'd basically end up with a complete "Cobra Base" experience: Troops, the main HQ, and supporting vehicles/structures. I'd love to see some real transforming Joe vs. Transformers crossovers. Start with some small stuff like a transforming RAM, Trouble Bubble or Ferret or maybe even a Vamp/Hound. How about a Claw that Transformed in to Laserbeak?
Also - It would be cool to see updated SNAKE armor (Something I've been thinking of doing via shapeways forever)

In my dream world though...totally the Terror Drome. I think the reality is that Hasbro for many years was comfortable back when foreign labor was dirt cheap, and the economy was good, where they were literally manufacturing toys for pennies on the dollar. Since then as things have inflated, it's not that they coudn't keep things exactly the way they were, its that they want the same profit margins they were accustomed to. The way they achieved that, is by raising prices, removing paint aps, stands, file cards, card art, accessories, articulation, more mold reuse, and cheaper quality plastic. Which I'm pretty sure in the long run has kept their profit margins right where they've always been if not even higher actually. I absolutely guarantee that if Mattel who is one of the greediest, most over-priced toy makers in the world, can make Castle Greyskull an internet exclusive item for $250, that means they are probably manufacturing it for less than $75 a unit. If Hasbro wanted to make the USS Flagg right now, for $200 in retail, if someone was willing to carry it, they could and it would still be profitable to them. Just nowhere near the margin they want it to be.

I'd do it just for Modern and Classic toasters.
