my son would like to know if anyone can give him ideas about his cobra la bass he's makeing, like cobra like mutants,vechiles,and other cool suff.

Like what? Ideas on how to make the base? Or is he asking about ideas to go with the base?

after the war the cobra la citizens fled to the springfeild sewers and made a new kingdom.

Well just my thoughts on this but Cobra La was a kingdom of sorts...spacious, even lucious. If the concept is a beaten Cobra La living in a sewers whatever you do they should look like refugees.
Cramped, dirty, tattered with it still looking more like a sewer with perhaps bio illuminescent creatures for light sources. Maybe othe touchs of bio of their biomechanical culture, but it should look pretty clear that these people left their world with little preperation and only have what they could carry as they left in haste, or what they made afterwards. Perhaps large leaf or plant shanty's they grew from moss. Just a few ideas. |

if you go with a defeated kingdom and the sewer idea, some old Ninja Turtles playsets could be a good start. I use to have my classic TMNT sewer playset as my Joe HQ after they were defeated by Cobra and were in hiding.
Since Cobra LA is organic, you might want to try to track down a more natural playset like swamp thing's playset and use that as a start.
