25th or vintage?
Either way, the knee is supposed to bend. If it's vintage, I'd be careful. Maybe somebody broke it and glued it back together? If it's 25th, I'd just work it until it bends.

Yes, it's completely normal. On modern figures, generally only one leg will move. The other one is stationary for posing purposes.
Just kidding. Try putting it in the freezer for a bit, and then move it.

Freezer? I'd suggest, if it's new, heating it up, move it, then let it cool so as not to warp the plastic.

LMAO You guys are a riot!
Seriously though, turn on the tap water, run it til it's hot, drench for about 30 to 45 seconds, then gently bend the knee. You may need to hold onto the joint and squeeze a bit to loosen the joint up. Now work it ...work it... work it boy! now you got a good Grand Slam. Interested in trading it for a Short Fuze and UBP Steeler?? PM me

I generally have to ply with alcohol and a back rub to get legs apart.

Be extremely careful whatever you do. I recently snapped the lower leg off my brand new "Temple of Doom" Indy figure trying to bend it mere seconds after taking it out of the package. I was not happy.
