I dont think the lack of novels is due to copyright largely. Sure, it plays a role but dealing with Hasbro can't possible be more complicated than dealing with George Lucas.
The problem is publishers don't think there is a large enough fan base to justify the endeavor. I worked in a major franchised bookstore for 5 years and managed it for 3. The type of people who green-light books are alot more up-tight and old-world minded than the movie industry. You try telling these people that a novelized book about Exo-Squad will sell. They have no clue what Exo-Squad is! Its why great toy franchises with the potential for adult driven gritty stories just sit there in Limbo and never get a chance. Think how cool and entertaining a novel about Megas XLR would be. Idiots went and made a movie about Abraham Lincoln: Vampire Hunter! The writer of that comedy (yes, the book was a comedy book found in the comedy section of any books store) is still scratching his head in disbelief. A Megas XLR book would be 1. actually funny 2. full of giant robot action 3. full of even more giant robot action. So. Much. Robot. Action. But no, the book market is reserved for space politics and romantic triangles.

The closest thing to a classic ARAH novel series was the RL Stine young adult series by Ballantine books from the 1988. He wrote 6 books that were at about the level of a Sunbow miniseries - not particularly violent or dark, but contain the classic characters in action. These can be hard to find. These are NOT the Find your Fate Books that were written around the same time.
GI Joe Above and Beyond was the RoC book. It was actually pretty good - much better than the movie, and contained several characters not in RoC, like Gung Ho. Tales from the Cobra Wars was good but didn't use very many characters - I recall Flint and SE were used frequently in the stories.

Honestly, and I should have said this before, one of the best Joe novels I've read though are the Sgt Humpty stories, Tales from Castle Destro. While not about the GI Joe team, they definitely flesh out some obscure characters and vehicles.

The Crimson Cloth is fan fiction but is a book that in my opinion should defiantly be published.

It's doubtful that there will be any decent gi Joe novels. The max Brooks book is as close as we will get and the majority of those authors were hacks no one has heard of. It was still ok for the most part.
The collins novelizations should be avoided. Like many things published by shit authors like MAC, above and beyond could be a story about anything. Change the names to what ever you prefer. I guarantee that is all he did. Write a generic action story, then change the some minor details and it could be any men's adventure story.

To be honest, what I'd really like is a novelized adaption of the original Marvel series in a more realistic military setting, with some hard science backing up the more sci-fi elements. But that's just me.
