Not just the strongest, or fastest, or smartest, or most skilled, but shich Joe and which Cobra are just so damn tough that no matter what you do to them, no matter how bad you think they're beat, they'll get back up and come back for seconds and thirds and fourths, and won't give up until the battle's won or you're toast?

Snake-Eyes would be an obvious choice of Joe, but I think I'll say Stalker, Flint, or Beach Head.
For Cobra? I'm going to say Destro. I don't see him ever giving up, but he's smart enough to live to fight another day, so if he sees the fight as unwinable, he'd take his leave.

Examples! Cartoon or comics are acceptable.
Personally, Roadblock, just being able to carry his weapon and ammo alone is a good choice, but also fighting his way an entire night against strangler vines with only a knife is pretty damn tough. Shipwreck also goes up a few points after taking that savage beating from Copperhead and getting up with a smile, ready to reply in kind. For Cobra? Off the top of my head, whichever Dreadnock it was on the show that was arguing about spearmints vs breath-mints and decided to use an alligator(!) as a melee weapon. |

He also blew up the Terror Drome with the assistance of his Renegades and 1LT Falcon in "GI Joe: The Movie." SSG Slaughter is THE MAN!!!!!!! Toughest Cobra character? I would have to say Nemesis Enforcer. He picked up a HAVOC, held it with one arm, and threw Snowjob into the air with the other arm, for Pete's sakes!!! 'Nuff Said.
