Never knew these existed until today:
YOJOE.COM | G.I.Joe Battle Ribbons Would the Joes hand out medals and citations/awards for various missions? Real world operators get things that are put in their file since their missions are top secret. Would the Joes?

EDIT II: Just checked again, and I think Mainframe's shoulder patch might be based on the unit insignia for the 3rd Marine Division (if you go by the card art... the patch/insignia on the figure itself is more ambiguous). I always thought 3rd Marine Division for Mainframe.
Recondo I couldn't say. I always thought Either 1st Cavalry or even Rangers Regiment. But the Rangers Regiment got started from elements of the 1st Cav? Maybe it's just generic patch?

Are the TACP considered Special Operations? Aren't Air Combat Controllers also inbedded with the Special Operations units like Delta and Green Berets to call in Air Strikes?

Not strictly, no. That is, they aren't assets unique to the Air Force Special Operations Command the way PJs and CCTs are, though they can be attached to Special Operations units. The majority of TACPs that do deploy with combat units are attached to conventional infantry/armor/cavalry/etc. units
One thing to keep in mind is that special operations units like the SEAL Teams, Special Forces detachments, MSOR, Special Tactics Squadrons. etc. have "native" personnel who are already cross-qualified as JTACs (the Navy has its own JTAC course at the Naval Strike and Air Warfare Center where select NAVSPECWAR and MARSOC personnel qualify as JTACs). I remember reading "To Kill bin Laden", and it mentioned in great detail there being at least two Air Combat Controllers assigned to their unit. Still then why would the Joes need guys like Dee-Jay, Breaker, Recoil and Dial-Tone (Another patch I can't figure out?)

Probably because it would be a bit of a misuse of spec ops personnel to use them purely in a TACP role when they have other capabilities that no one else can do... it would be like getting a bunch of Delta or MSOR operators and using them as frontline infantry. As for Dial-Tone's patch... the joe customs wiki says it's the 10th Cavalry Regiment patch, but personally, I'm not seeing it (Dial-Tone's patch looks more like it's got a goat or a horse on it instead of a buffalo/bison).
