The Four main snipers that come to mind are:
Low-Light Cross hairs Barrel Roll Hollow Point There are a few other Joes who are also sniper/sharpshooter trained/qualified like... Claymore - Army Sniper Training Scarlett - Marine Sniper Training Bullhorn - Marine Corps Pistol Marksman Sure-Fire - Police/F.B.I. Marksman (Low-Light's CID Boss) Am I missing anyone? I want to say Low-Light is the best because he was the first, except for Scarlett, but that's really not her main specialty. However, Cross Hair has been put as the official sniper for Tiger Force and Night Force - that's got to mean he's some kind of good. Yet, Barrel Roll is apparently able to do some ammount of sharpshooting while gliding around with his jet pack which is pretty impressive. All the while, Hollow Point was an instructor at the Marine Scout/Sniper school at Quantico - which is like the Best sniper school in the world. The man taught there!

That's really interesting because that's the background that he had in the cartoon show. there was an episode where Dr. Mindbender is attacking the Joes through their dreams, and only Low-Light can fight him because his dreams are always nightmares anyway... it was all linked back to his experience in the Junkyard with Rats when he was a boy.

The episode with him being bad-ass in the nightmare world was amazing! One of my favorite episodes. Plus he's not an "obvious" choice. Him, Snake Eyes and Shockwave are my top 3.
I guess he is pretty tough. He's a SWAT Team door kicker, and they made him the leader of the new Convention SWAT Team this year - but they've officially changed his code name to "Shockblast". weird. I would have probably gone with Beach-Head or Torpedo, but Shockwave the Choir boy is a good choice too. ;) I'm glad you know that episode I'm talking about. It's one of my favorites. That show was way ahead of it's time. Yeah, I've always thought his original uniform was awesome. It was great, and because of his uniform I've always wondered why more members of the Joe team didn't have stocking caps and/or goggles of some sort. It was a great look. Flint was wearing one with some face paint in the new IDW comic and it looked great.

Now this one I always thought was funny... I just sold her and her truck a little bit ago...

I'm a bit out of touch with the newer comics and figures. I stopped collecting Joes in '89 I guess. Didn't pay much attention through my teenage years once I found music and girls. I've kept my love for GI Joe all my life though and when I saw the 25th line it brought back all the memories of days spent in the backyard or in the dunes at the beach. The best days of my life I'd say. GI Joe was the most important thing to me back then and now I feel I've come full circle. I get that heavy heartbeat when I get to the toy isle and see that logo!
So now I'm in the process of catching up on past comics and updating my knowledge of the Joe universe. I have a good friend that is a decade younger than me who collects vintage ARAH Joes and I love helping him and sharing my knowledge (that I can't believe I retained!) of accessories and vehicles and Joe names. I'm not sure where I was going with this... haha. Oh yeah, it's hard for me to choose any sniper other than Low-Light since I lack the knowledge of some of those you named above. edit - As I said in the movie thread. I think it's great to have all ages of fans, fans who are fans for all kinds of different reasons and with different areas of interest. But I have to say, it's always good to find an old school fan who new the old stuff when it was new stuff. Somehow, I've found that most of the old schoolers like us end up agreeing a lot more than we disagree with each other. In a way, this whole thread is a testament to the way that these characters have influenced all of us, and so much so that a fella from New Jersey, and an Ole Boy from Mississippi have found quite a lot in common. That's quite an accomplishment for a 25 year old line of action figures. I'm glad we met, Cold Slither. I always value your posts and your ideas. Your writing is clear, and your ideas are right on the money. And as they used to say in the cartoon, "And now back to G.I. Joe"
