I have a book by a Coast Guard Rescue Swimmer called "Brotherhood of the Fin", and IIRC, he mentions that they are not trained in parachuting and SCUBA, nor are they trained to the EMT-Paramedic level. Apparently, these were sources of frustraion for him. So, yeah, they're probably PJs.
It could be Navy Rescue Divers operating with Coast Guard personnel. I really like the USCG - they save, on average, 32 lives a day. That's pretty cool. But, the fact that they're not really DoD, hurts them as far as funding and access to training. I've heard them called the "Navy's little sister". It's really more like the Navy's step cousin.

Yeah, I wonder what the rationale behind the lack of training is. Maybe they're afraid the Rescue Swimmers would be too much like PJs; duplication of duties and such. And I suppose it would be difficult, if not dangerous, to deploy from a helo in SCUBA gear. But for them to not have, on the whole, EMT-Intermediate or EMT-Paramedic training, given the situations they encounter and the remote locations in which they operate, makes no sense.

As promised here is my Mayday (Retaliation renamed Lady Jaye)
This one took me a little longer, but I wanted a some meat to it a little bit of cheese and a slice of realism. I unfortunately know very little about the Air Force Security Forces, but past conversations led me down this path for her. While I was looking up Air Force Counter-sniper school I realized it's in Little Rock, and find mentions to the fact that's the birthplace of Carlos Hathcock. Hollow-Point is from Quitman which is just North of there, but close enough in my imagination that the two may have crossed paths before.

Got the new Cobra Trooper early:
Retaliation Cobra Trooper – In Hand « The Toyverse Parachute is cool. I've never understood why the Coast Guard isn't part of the DoD. It makes no sense.

I can't believe SAW Viper is going to come out on top. How did we let this happen? I mean, how did some of the better Joes not make it to the finals: Repeater, Muskrat?

Muskrat should have won it all. I think the groupings hurt somewhat. But in the end the result would probably be the same. Cross-Country was the big surprise to me. He beat out what I would have thought would be favorites with Iceberg and Bombstrike. I have no love for either but I always liked Cross-Country as a character just not a figure. Lets face it we all have a little country in us.

Nice, Loose Cannon! My "Phoenix Raven Program" character is Raven. I've assigned her to my Sky Patrol, (an ROC Baroness head without glasses on ROC Covergirl's body), which is loosely based on the "former" Cobra Night Raven Pilot in the Sunbow cartoon season 2. My Mayday ("Intro to Duke" outfit ROC Scarlett) at this time is the RHINO's helo pilot, based off of GI JOE Extreme. Tho, Im not sure if I want to keep her there. It's kinda like having the name Shipwreck and piloting a water-craft. So this might be an alternative plan with Mayday.

That's interesting. I didn't think they were Airborne qualified, but I am surprized the USCG doesn't offer them some kind of scuba training for underwater rescue like a capsized boat or searching wreckage for drugs/evidence, etc.

Coast Guard Diving Program I think once a ship has capsized, you're looking more at recovery of remains than survivors. Quote:

They are primarily a law enforcement organization. JSOC can bypass PC, the rest of the DoD is limited. I see PJs doing rescues during disasters, but I think those are all Air National Guard PJs.
