I agree making Duke an officer didn't make much sense. But I doubt the thinking was "we need an officer character, let's make it Duke." It was probably more like "we need a central hero, Duke's the obvious choice." Making him an officer was most likely a secondary consideration.
No way to know how that decision was made. I've watched the DVD commentary and they didn't mention it - that's got to be one of the worst commentaries I've ever heard.

Did you ever see Willie Nelson when he was in Miami Vice? Loved those couple of episodes.
But yeah I've often said that had Channing been playing Steeler instead I think I woould have thought it was great. Then the Baroness Romance would be a little nod to the World Without End Cartoons. Plus Steeler is sort of an open book. With ROC they just rewrote the whole thing and I don't know how it will stick. Personally I like Duke as an Officer. It's more fitting with his Cartoon persona. His role in the comics was more like his filecard as the First Sgt. but he wasn't such a major comic character after a while. To me the Comics have always been Hawk's story and then Hasbro threw in this replica character that Larry had to deal with. Then they keep pumping him out. Lt Stone (Extreme) is like the same character more or less.

And the camera zooms in on one of the classic "stickers" on the chopper that says "exhaust".

You just brought to mind the scene from Scary Movie 2 where Shorty gets smoked by his own pot plant. Thank you.

And like Loose said, there was Sigma Six. We may have thought it was bad but it wasn't that long ago so would still be relatively fresh in people's minds. They were used to seeing Duke as a leader role, so that just translated into RoC. Outside of the Marvel run, Duke was never truly a senior NCO in any other media.

Alright, here's a question -
The weapons that the old figures originally came with, does that denote a real preference or expertise for that character. For example, Flint's sawed-off shotgun. Did he come with that because the character prefers that weapon? If so, why did Flint & Falcon both come with Shotguns? They're very talented, well-qualified characters - but do the shotguns mean that they're not the world's greatest marksmen?

I think it shows preference of the individual.
The shotguns on Flint and Falcon were odd choices though. I could see it on Shockwave, but not really for Flint and Falcon, especially a sawed off.
