I was thinking this or the test for POC, seeing as they had the movie logo on one of them, and the next photo had the file cards.

Hasbro undoubtedly began developing designs for the HOH packaging prior to the final character selection, and using those three characters as samples certainly makes sense. whether those characters were in the final product would be irrelevant to a company developing a design concept for the packaging.
