Psyche-Out rules.
He's in a few of the Marvel issues most notably the Cobra Civil War story arch. He was also heavily featured in one of the 3D issues. His sonic fighter version may appear in the DIC cartoon but I'm not sure.

Which I think happens to be pretty cool. The military does use psychologists so Psyche-Out serves an interesting and realistic purpose on the team. He's also the only one of his kind as opposed to the 28 snipers or 82 ninjas. A unique character who serves a specific untapped purpose was fairly hard to come by in the 87 line and beyond. Most of the characters released were just rehashes of the 82-85 lines. (not in name, as in specialty)

His purpose is to be totally awesome... mental warfare? Hells yeah!
I'd like to see an updated version of him.

He gets to decide what Nickelback song to play on repeat to get the enemy to surrender without firing a shot.

Interrogation.
Psychological advantages over enemies - working as an aid to Hawk. Making sure of the mental well being of the team after they have been through stuff - pretty priceless. He is not only unique but he's very much needed if you want to take it just even a tad serious. |

Psychological warfare was hokey to me until I got older and learned a lot more about it. There is a definite place for it on the joe team. |

Wow. I was too young to "get" him back in the day, but reading it now, what an awesome file card!
If ya want to make a custom of him, I recommend the Arctic Resolute Duke head: |
