Everyone has their preference. I like to hunt figures down when I have time, but most often, especially with figures like Piper and Pimp Destro, its just plain easier to get them online off places like eBay. Easier to do that than take days off work, fly or drive to a convention, then pay a price regardless.

The prices are extremely high when they first drop. Running $20+ on e-bay within the first few days Wave 3 was found. Around a week later people are already getting them for $11 and under. Just comes down to time and patience or paying the extra money for instant gratification.

Putting the ebay vs retail topic aside for a second...is Hasbro having a hard time getting enough out to satisfy the masses?
This problem seems to be bigger than a few scalpers taking everything. I have a friend who stocks toys at a Target and there was a pretty large gap between getting stock in from wave 1. From my travels to other stores, this seems to be pretty common.

I have been collecting for about 15 years now. I understand the frustration of finding pegs empty due to scalpers and less than ethical individuals who are out to make a living off us collectors. But in defense of the true collector/dealers who are out to collect and help others by picking up a few extras to sell. This is what I do, I pick up one of each figure for myself and a couple to sell on Ebay, which I only make about a $1 per figure after my costs for selling. Hardly makes it profitable. I do this for the love of collecting, and it helps cover a little of my gas. So not all Ebay sellers are unethical scalpers.

I am imagining that there will be a glut of all the waves at retail, come November. Maybe we'll have to go from retailer to retailer to meet our collecting needs, but I am confident that even the casual collectors will find what they want at retail.

Hasbro has promised 'refresher' case assortments. I'm already starting to see a lot of the first wave of TF Movie toys be restocked all over town so I'm guessing the Joes will receive the same treatment in a few months.
