I think these are the exact reasons Mindbender set out to replace Cobra Commander with Serpentor. Of course finding that the dear Commander had dug them into a deeper hole than expected, Serpentor's attention was diverted to more pressing matters and the rank situation has yet to be corrected.

1. Stalker is like my uncle who spent 20 years getting promoted then busted. He too liked to take a drink, which led to a fight, etc...
2. kinda like Acting Jacks, when I was in the army they would pin a Spec 4 with Sgt. stripes and he would fill a Sgt. slot.this was for career development,and he might get E-5 quicker, but meanwhile, he still got E-4 pay.
