Those are not goggles. they are portholes for the mini cobras piloting the Viper cyborgs.

I got a better question: If the Viper is the "bottom of the chain" of Cobra troops, why do they get a full helmet and a bullet proof vest? do they graduate to Blue shirts and suddenly not need the extra protection? I dont get it...

Maybe the goggles are polarised so that in conjunction with the faceplate, they get extra glare protection.
Or I'm talking crap. Either way, they look cool and that's good enough for me.

I always figured they were there in case the helmet got too hot. I mean, wearing a full helmet with face mask must get really warm. Then behold: goggles to switch off with.
