Those remarks in the File Card could also be evidence of a pre-production change... If Rock Viper was meant to have one item and it got changed up at the last second so tehre wasn't chance to change up the file card text...
we know it's happened before with things like Scrap Iron and his climbing equipment, The suspected Cobra La origins of the Nullifier, and 2nd series of DEF characters...no reason not to believe it wouldn't be true for the Rock Viper.

Finally, some figures was for the next year as Cobra - La figures planned , as a Toy has always a lead time of one year, and the Cobra - La concept become cancel ,the Toys have been reworked to regular Cobra´s ?! - what do you think of what characters was involved originally from Cobra - La ?!
I think Hydro-Viper fits into the scheme of beetles and bio armor

Somewhere, there is some artwork or something that shows unproduced Cobra La concepts. Among these is a figure that looks a lot like the Nullifier. As such, many suspect that the Nullifier was originally slated to be a series 2 Cobra La figure if the concept was successful at retail. Fortunately, the idea bombed and was quickly cancelled.

Interesting information. The later attentions to Destro's IGs were strange, to say the least.

Never heard of any of this before, pretty cool, and Hydro Viper does look like he belongs in Cobra La.

Well, what about Darklon? If I remember correctly, he sported glowing yellow eyes and green scales in the card art.
