There was no confirmation of who the disguise was meant to be.
So it's whoever you want it to be.

As I kid I had a headless Squid Head Star Wars figure so I used to dress up Zartan in his outfit when Z donned his mask. I used him as a middle eastern sheik type character.

Oliver-
I would go with "whoever you want it to be". IMO he should have a codename because he has the look of a "named" joe as opposed to the generic trooper head that came with the desert 5pack Zartan (the one that most people use as Repeater) and single RoC Zartan. Hasbro really got some mileage out of that mold using it for 3pack Grunt and Pit Trooper as well. |

I actulu bought a second Zartan and put the arms and head on a sandstorm body to create my idea of sandstorm. so i still have a disguise for zartan and a non masked sandstorm.
