Dr Mindbender looked down the table of Cobra’s high command, and then at the three officers and guardsmen standing against the wall. He glanced over his shoulder at the screen, and then to the Tele-Viper managing the presentations, who nodded. He adjusted his monocle and stepped to the podium.
“Cobra Commander,” he began. “We have come up with three options to replace the island we lost in the Burkhart operation, and along with it the Spanish Fort you so loved - ” “Stop,” said the Commander, raising his hand. “This has nothing to do with that dank and rubbled building. I want a politically legitimate land mass from which I can exercise diplomatic pressure on certain nations. I want to be able to put overt intelligence collection facilities in western capitals. I want to irritate them with a tax haven, and maybe even a data haven, which in turn will give us a continual flow of intelligence.” “Er, yes Sir.” Mindbender turned to a Cobra Officer. “The officer shall begin with the first option.” The officer took his place behind the podium and the slides on the screen changed, showing the image of an island being assaulted by coloured arrows. “Commander, my option is to take an island by force. We conquer the defending force, depose the government, and establish ourselves in the capital. The advantages: we battle-harden our forces and we inherit the infrastructure. The disadvantage is that we may be considered an illegitimate force and may not receive the diplomatic support you desire.” Cobra Commander fingered the piping on the seam of his trousers while he stared at the officer. Finally, he broke the silence. “Is that the only disadvantage you can imagine?” The officer glanced left and right, but none of the men lining the walls offered any assistance. “Well Sir, yes. That’s correct.” “I see,” said Cobra Commander, steepling his fingers. “And what about the possibility that world opinion might unite against us and launch an assault to reclaim the island for its original government?” “Ah,” muttered the officer, as beads of sweat sprang out under his helmet. “Next,” said Cobra Commander, dismissing the officer with a wave of his hand. An Eel stepped forward as the images on the screen shifted to a computer generated film of an island growing out of the ocean. “Commander, this option involves creating an island from existing reefs. It’s inspired by Spectacle Island in the Boston harbour. We start with a reef – the Minerva Reefs in the Pacific serve as the example in this presentation. We then build up the surface level through a combination of rainbowing sand and clay, as they did in the Palm Islands in Dubai, and through garbage. It’s actually a money maker in the early days as we can sell dumping rights for dredging ships, cruise ships, or for nearby countries that just don’t have landfill space. Concurrently, we conduct initial coastal management with a combination of riprap and gabions, with the longer term strategy of growing biorock to which we can later attach coral. We’ll gain extra international kudos for that by promoting growth of coral and associated sea life. Once we have the start of a landmass we’ll transplant mangroves to further strengthen the shores against erosion, and further inland we’ll plant a variety of salt water-resistant trees and grasses. Those will take time to mature, so one of the first construction tasks will be supertrees, like in Singapore, to collect rainwater, harness solar power, and conceal antennae and weapons. If we stock the island with endangered species we’ll be practically immune from hostile retaliation. The advantages will be an island with a good international reputation for environmental stewardship and economic ties with neighbours based on waste management, which will set you up for diplomatic success. The disadvantages are that this will take years to mature, meaning that the builders will be living on ships for some time. Also, depending on which reefs or atolls are used as the foundation, there may be initial complications with neighbours if they believe the reefs or atolls fall in their economic exclusion zones.” Cobra Commander rubbed his chin and glanced at the rest of the high command, noting the puzzled expressions as they studied the briefing package. The Baroness was silently mouthing some of the technical terms, Tomax and Xamot tried to calculate the costs of the various stages, and Destro muttered about the lack of potential for local arms sales. “It sounds complicated.” “Perhaps, Sir, but all the technology and expertise already exists. It’s simply a matter of applying the vision and resources to make it a reality.” “Next.” A short, fat guardsman stepped to the podium. “Commander, I’m Professor Appel, and my plan involves deceiving the US government so that they create an island for us.” Cobra Commander noted the looks of intrigue on the faces of his command. He was always amazed at how much expression Destro could coax out of that steel mask. “It’s quite simple really,” continued the professor. “We start in the Gulf of Mexico by placing a bunker on a fault line. That bunker will broadcast radio waves that kill all the fish in the gulf, and the only way to stop the transmission will be to drop a nuclear bomb on the bunker. That will aggravate the fault line, thrusting a giant land mass into the gulf. We’ll have troops ready to occupy while our representatives immediately petition the key regional capitals – D.C., Mexico City and Havana – along with the UN, for diplomatic recognition.” “Oh that’s a good plan,” exclaimed Major Bludd. “It is?” said the commander. “Oh yes,” added the Baroness. “It pits our own terrifying technology against the nuclear arsenal of the running dog Americans.” Cobra Commander turned to the Tele-Viper running the presentations. “Is that technology feasible?” A look of horror crossed the Tele-Viper’s face and he opened his mouth. He paused a moment, and closed it. “I’m just advancing the slides, Sir,” he croaked. Major Bludd waved his hand in the air. “It’s a minor detail. The point is, we really aggravate those Yanks and they drop the bomb. Delicious.” “But the US hasn’t dropped the bomb since ’45,” said Cobra Commander. “Perhaps we can call the bunker ‘Rainbow Warrior,’ and get the French to bomb it,” muttered Destro. “Aside from raising a landmass for our island, what would be the other effects of triggering a fault line?” said Cobra Commander. “Oh, earthquakes, tidal waves, that sort of thing,” said the professor. “Think of the money we could make short selling offshore oil companies and insurance companies,” said Tomax. “And the potential deals on coastal real estate,” said Zarana. “Will the island be stable?” said Cobra Commander. “What do you mean?” “Well, you plan on causing a chunk of seabed to rise up out of the ocean floor. Would it not eventually settle?” “I don’t imagine so,” said Professor Appel. “It will be like most volcanic islands.” “Volcanic?!” exclaimed Cobra Commander. “Perfect,” claimed Major Bludd. “What a brilliant defensive mechanism. No one will attack us on a volcanic island.” Cobra Commander starred at the Major, eventually rising from his chair. “I need to give this one some thought,” he said, as he strode from the room. |

Cobra Commander strode through hallway, Destro by his side and an officer scrambling behind, juggling a briefcase and a notepad, trying to take notes on the conversation.
“I’m actually quite intrigued by this idea, Commander.” “You usually are, Destro. What makes this scheme unique?” “Well it all starts with developing an energy drink.” Cobra Commander glanced at Destro. “That seems a little outside your area of expertise.” “Ha! Yes, well, I’ve been thinking that diversification might not be a bad idea. I’ll actually still have a ready market selling to soldiers. But that’s not really the point.” “No?” The officer rushed around the two to open a door, dropping his pen in the process. “No. The drink is just the gateway. We’ll use it to sponsor extreme sports. Stunt flying, high speed boating, base jumping, skydiving, motor racing, diving – that kind of thing. Those sports attract people with more balls than brains, many of whom would make ideal recruits.” Cobra Commander nodded as he crossed the field to the waiting helicopter. “Go on.” “I’ll concurrently start a venture capital fund to support some of the teams. They develop quite interesting technologies that we could incorporate into our arms manufacturing.” Cobra Commander stopped and looked at Destro. The officer looked up just in time to keep from colliding with them. “Destro – I think you may have hit on a brilliant idea.” Destro nodded. “That’s rather what I –“ The Commander cut him off with the wave of a hand. “I only see one flaw.” “Flaw?” “It’s not a very original idea, is it?” “It isn’t?” Destro turned to the officer, whose pen froze over the pad. “No. In fact, you’ll have a hell of a time breaking into that particular market.” “The ranks of Cobra have some very talented individuals in niche sports. We can use them to open up new competitive endeavours.” “Like what? Extreme falconry? Skydiving hypnosis? Underwater crocodile charming? Motocross grape soda chugging? Parkour archery? Jet pack hair dying” Destro rubbed his chin. “Actually, some of those aren’t . . .” he glanced up to see Cobra Commander climbing into the helicopter. He looked back at the officer who was trying to cap his pen. “Mark that down as ‘approved.’” He clapped the officer on the shoulder and headed back inside. |

A patient and calculating Cobra Commander? As kids we didn't really care for the logic of the stories, but now I actually like these ideas. Hmmm, now I'm thinking what if we got better 'practical' characters and/or toys from out of these...

The file cards always suggested that he was smarter than portrayed, particularly in the cartoon. I occasionally wonder how a ruthless, cunning leader would deal with the three-ring circus of '80's Cobra.

I love these short story/chapter posts. The best is reading it in the Sunbow character's voices. I really like this CC. Lowtech, I'm sure you're just doing this for fun, but you've got talent. Lots of it. JOE is really lacking in the novel department. You should look into getting a book deal and bring us some official JOE novels. Those Star Wars losers, including me, have loads of them. Even Transformers has a couple now.
