Ok, I asked a seller on eBay if I could convince them to ship items loose if I won to sve on shipping. Seller says no, I'm OK with that. She's worried about me opening a case for items not described as is.
I win, she sends me a total with no shipping added. I request a corrected total and she sends another total, no shipping. So I pay. Now she's telling me that I have to pay $13.25 before she'll ship. I say no, sorry sweetheart, but I'm not responsible for a mistake that you made, twice... I tell her she can ship as is, refund and realist or we can file complaints. Her choice. Do I have a leg to stand on?

I would pay with the invoice she sent you that way you have a case to file if she doesn't ship the items because you will get completely refunded by eBay and Paypal as the buyer here.
She can also cancel the transaction, but if you don't agree to the cancellation, she will still be responsible for the fees. If you do agree to cancel the transaction after you pay, she will refund the money and she will have the fees credited back to her account. If she sent the same invoice twice, it's her mistake so I would pay what the invoice says and let her make the decision to refund you or ship the items.

I did pay. The invoice amount without the extra shipping she's trying to charge.

Why you trying to get out of shipping costs? She probably wanted to get a very accurate shipping cost instead of an estimate. Was there already a shipping cost in the total or was it zero? True, she is kind of dumb, but you do owe shipping I think.

Yes, was there already a shipping cost in the invoices or did it say 0? I should have asked that in the beginning. But then again, if she sent out TWO invoices saying there are no shipping charges, I would blame her for that.

Not trying to get out of paying shipping. She sent me TWO invoices with $0 for shipping and then asked me to pay $13.25 extra.

What exactly did you win? I am curious because the $13.25 shipping seems high for action figures, even MOC ones unless it was a bunch of them.

I don't think it matters whether she included the shipping costs on the invoice or not. She sent the invoice with a total and that's what you're obligated to pay. Nothing more. You did right. If things don't work out, you'll have to go through the whole process that Jeffrozup outlined.
