I was looking at an auction and the seller has his postage rate for the US set to 199.99 it was for a hottoys predator the auction itself was a 99c start . anyhu his reasoning "Shipping is 199.99 to avoid high listing fees"

Technically, it is against eBay's rules since those would be considered excessive shipping charges. It is an old way of avoiding paying eBay fees. Now, eBay charges fees based on your shipping options, so this fool is still paying a bunch in fees if he sells that.
