You can use the custom form # from either form 2976 or 2976-A. Had a buyer in Spain open a claim and I was able to resolve the issue with the form #. You can also use the same # for limited tracking info.

You can get around the setting by going to each country's version of eBay. I'll hop on eBay UK and Australia from time to time looking for OOP DVDs. Typically most international sellers will still be willing to ship something to you. No doubt international sellers hop on the main eBay.com and run across your stuff.
