Did you change your seller settings to just US only?
If not I'm not sure just having a disclimer in you description covers you. There is somewhere in sellers preferences you can "block" areas of the world. They won't be able to place a bid once its set. I did this a couple years ago so Im not sure exactly where option is. Ebay message board will have the steps you need to set it up.

sometimes people from overseas have a domestic address that you can send to. Ask him and if he doesn't just cancel his bid.

Yeah, I'm in Australia but frequently have wins posted to my mum's house in Denver. If he wins, just message him and explain. Hopefully he's cool about it.

I've been selling for 10 years now and feel like I've seen it all. The above advice is your best course of action, sometimes these things work out, but if not, cancel his bid before auctions end.

If its stated in the item's description even if he wins you are not obligated to full fill it. I had a smart ass try to pull that off because I offered free shipping. And although it was stated that the auction was for the lower 48 this dude from PR thought that he was golden. He won and I immediately refunded his money and told him to read carefully next time. eBay backed me up and got the fees taken off my account.
