So I just heard about these recently. For those of you with experience, how good is the quality? I'm assuming their a pain to put on, but do they last well over time or are permanent? Or do they chip easy etc...? Any over all info would be helpful. thanks

I've used them and they worked great (and I had a custom order made up). They are typical water-slide decals. Water soluble adhesion. Seal with clearcoat after they're on and fully dry and you're all set. I recommend Micro Sol and Micro Set for best performance.

Just asking cus I've actually never done this before while painting so im not to familiar with the lingo or process . and are Micro Sol and Micro Set a brand of clear paint coats or what are they exactly...lol

You should always clearcoat after applying a decal, to protect, match the surrounding sheen, and prevent lifting.
Micro Sol/Set are solutions used to soften decals and help them better conform to compound curves (something they don't want to do on their own) and get them to stay where you want them to.

Clearcoat paint, whatever your preferred brand for your Joe customs. Some people use floor wax I think? Not sure how that does with decals but clear paint works for sure. I always point to this video to explain the use of Micro Sol and Micro Set: There may be other, better videos (not sure) but this one covers the bases and is how I learned to use them. It works like a charm. It used to be called Future, I think it goes by Pledge Floor Care now. A lot of the scale modelers use it as a gloss coat. It self levels, airbrushes well and is super cheap. I've never used it on an action figure but have on 1/48 scale WW2 planes with excellent results.
On edit, it is also great for polishing up clear parts and getting scratches out of them like on a plane canopy when dipped in it. I imagine it would work for something like a rattler or skystriker canopy as well.
