I've done this before, but it's been a while (probably two years) so I wanted to make sure I remembered it correctly.
I just acquired a modern era figure (Snake Eyes v54) that has loose legs. If I remember right, you have to unscrew both legs at the thigh, and then carefully pull the legs apart to remove them. Then you put something like superglue (Future floor wax used to work, but I think it's become more diluted in recent years) on the little bar that is the waist joint. You carefully pop the legs back together and then put the little screws back in and then slowly work the legs to make sure the glue doesn't set in place to keep them from moving at all. Is that about right?

Ive gone the superglue route with ARAH figures and had great results. I find the easiest way to apply is us to use a plastic bag to cover my finger and dip it in the glue.

I usually just add another rubber washer, or use a disk of paper/card from emptying the hole punch, pop that behind the washer that is already in there to push it forward and when you reattach the legs they should tighten right up.

All you need is a little bit of scrap paper! I've been doing this since the late 90s when a friend showed me the trick and it works very well. just cut out a tinny piece of paper just big enough to wrap around the joint. wrap it around and just screw the figure back together. basically it just makes the joint tighter/thicker and works on arms,legs, and knee joints as well as modern figures. Its very simple and works really well, i could not recommend this enough.
