I doubt you will find any on the trade/sell forums - they seem to get gathered up by diorama people quickly. I know when I listed some a few years ago, they sold in minutes.

PTE (World Peacekeepers) is by far the easiest place to get them in any kind of number. You can usually find a good small assortment of sets at Big Lots. If you still have trouble finding them, message me as I have several of them and may be talked into casting them.

Pte also has little boxes that actually open too. I'm not a fan of the figs, but the vehicles and equipment are cool.

Here's a pic for scale.
Dimensions are: 6.6 cm high, 4.5 cm wide and 15.5 cm in circumference Converted to lifesize (assuming joes are 1:18 scale) this would make them about: 46.8 inches tall The volume of such a cylinder is: h*r^2*pi I calculate611,865 cubic cm, or 611.8L Since there are 0.264gallons/L, I arrive at: 161Gallons Ok so they're not really 55 gallon drums but more like 150 Gallon drums. There really aren't any drums this large in use (as far as I can tell).
